Foreign Military Sale (FMS) Cargo

The LEW form is not accepted by Kurdish Customs without additional approval from the respective Kurdish ministries. We will need to submit the LEW along with the supporting documents to the Kurdish MOI. This would add additional 2-3weeks to the process (Ministry of Finance will need approve the duty and tax exemption of the import during the process).

Recommended point of entries for FMS is:

Baghdad Airport, Basrah Airport, Safwan border crossing and Umm Qasr Port.

Commercial Cargo

General cargo:

Move One’s registered office in Erbil can be listed as consignee on the documents and be the importer of record in case the consignee is not registered in KRG and doesn’t have import license. We will require the list of items in advance in order to confirm what items we can and what items we cannot import. For example food items, certain DG material, communication equipments, tactical items cannot be imported under our license.

Required documents:

AWB, CI, PL and BV Certificate for the regulated items (Kurdish rules are to be followed).

Important note:

For import of food items the consignee must be registered with Ministry of Health and have their import approval for the products. Packing of food items must match the Iraqi requirements, during customs clearance samples will be taken for inspection.

Diplomatic Cargo

Entitled for duty and tax exemption at Erbil airport as well. Shipments under 2-3tons can be cleared with a Letter of Authorization from the respective Embassy. Larger shipments will require diplomatic note (duty and tax exemption). In order to obtain the diplomatic note we will require assistance from the respective Embassy. They would process the documents through DFR (Department of Foreign Relations) and Ministry of Finance in Kurdistan.

Time frame:

Obtaining the LOA takes 1-2days, diplomatic note through DFR can take 7days.

Required import documents:

AWB, packing list, commercial invoice.

Important notes:

Shipment should not be consolidated under MAWB’s, each shipment should be booked under separate MAWB. Shipment should not be sent without cargo manifest, cargo manifests help us to locate the shipments fast in DNATA’s system (DNATA, ground handling agent at Erbil Airport). Documents need to be consigned to US Department of State, but the receiver office should be listed as well in order to accelerate the delivery procedure. To enable us to clear DoS shipments from customs we need to be mentioned on the AWB as Notify party. It is very important to receive a proper pre-alert with documentation and ETA prior to arrival.

Oil and Gas Cargo

Sector require approval from MNR (Ministry of Natural Resources).
The importer of the goods has to be registered with MNR, has to have a valid contract in place and license issued by Ministry of Trade and Industry.

Required documents:

AWB, packing list, commercial invoice, LOA to issues by the importer for Move One to provide custom clearance services.
Time frame:

7-10days to obtain the import approval from MNR and Ministry of Finance

Process of obtaining MNR import approval:

Primary contractor issues a import request letter and takes it to MNR along with the shipping documents (invoice, packing list)
MNR signs and stamps the letter and issues the approval
If the shipment was levy exempted the approval needs to be submitted to Kurdish Ministry of Finance. It takes min 5working days to get the approval.
Finalized approval letter is dispatched to Kurdish entry points (Ibrahim Khalil, EBL airport, Sulaimaniya)

Exempted Cargo for Iraqui Ministries

Shipments imported by Iraqi ministries are entitled for duty and tax exemption. Each ministry has its own representative at the airport who is in charge of presenting the import license and duty & tax exemption and initiate the import customs clearance.

Required documents:

AWB, packing list, commercial invoice. None of the documents need to be attested by the Iraqi Embassy at the origin

Important note:

It is essential to have the correct POC in the respective ministry who is aware of the order and can provide the required import ppwk. Depending on the POC it can take from few days to couple of weeks to get them.
